Uefa Calls Boycott and No Confidence in Infantino

The proposed reform addresses the person of Gianni Infantino while leaving intact the structure that produced him. Uefa’s call for a boycott and its declaration of no confidence names a single man as the disease. This is not an oversight. It is the function of reform: to convert a structural crisis into a personnel crisis, so that removing the officer restores faith in the office.

Consider what Uefa actually is in this quarrel. It is not the players who wear out their bodies on artificial calendars, nor the small federations who take FIFA’s development money and thereby lose the capacity to refuse FIFA’s terms. Uefa is the confederation that has accumulated the most from the very model it now says has been captured by the wrong man. Its television contracts, its Champions League revenues, its leverage over which nations host which tournaments - all of this exists inside the same governance structure that gave Infantino his power in the first place. When Uefa declares no confidence, it is not proposing to change how football’s wealth is distributed or how decisions are made. It is proposing to change who sits at the top of an unchanged pyramid.

This is the mechanism worth naming precisely, because it repeats across every institution built on a monopoly of legitimate authority. FIFA does not derive its power from Infantino’s charisma. It derives it from being the only body that can sanction a nation’s access to the World Cup, the only body that can grant or withhold the revenue that flows from that access. A president is replaceable. The chokepoint is not. Remove Infantino tomorrow and instal a Uefa-approved successor, and the federations that depend on FIFA development grants will still depend on them; the confederations that trade votes for infrastructure money will still trade them; the executive committee that consolidates power around whoever holds the presidency will still consolidate it around whoever holds the presidency next.

I have watched socialists make this exact error toward parliaments and toward capital, and I will not spare a sporting federation the same diagnosis. The demand for new leadership, sincerely made, still functions as a demand for stability with a friendlier face. It lets the fifty-five member associations under Uefa’s own authority continue exactly as before, adjudicating disputes and distributing revenue through the same closed channels, while the energy that might have gone toward asking who actually gets to vote, and on what, and with what information, is spent instead on a single man’s removal.

Picture the delegate from a federation that receives its stadium lighting and its youth academy funding from FIFA’s development programme, sitting in a congress hall while Uefa - flush with its own broadcasting billions - calls for a boycott. That delegate cannot afford solidarity with an abstraction called reform. He can only afford to calculate whether his federation’s next grant survives the vote. This is the real terrain of the contest, and it is untouched by whether Infantino personally remains in his chair.

None of this means Uefa’s complaint is empty noise, or that Infantino’s conduct is beside the point - a structural critique that refuses to look at the actual man in the actual chair collapses into abstraction. The question is not whether Infantino has behaved badly. The question is whether Uefa’s remedy reaches the incentive structure that rewards exactly the behaviour it condemns, or whether it merely reshuffles who benefits from that structure. A no-confidence vote that does not restructure how votes are bought with development money, how confederations trade blocs for concessions, how a small circle controls hosting decisions worth billions - such a vote changes the name on the door and calls it justice.

The federations who actually need self-governance are watching two power blocs quarrel over the throne, and wondering, correctly, whether the throne itself is the problem they were never invited to solve.
