On: We need ‘right to intervene’ in AI amid growing threat, says Bank of England...

The governor of a central bank announces that he wishes to retain a “right to intervene” in the machines now entrusted with the financial system. Observe the grammar of the sentence. He does not say he will intervene. He says he wishes to retain the right. This is the language of a man describing a lock for which he no longer possesses the key.
The confession interests me more than the fear. A regulator who admits the system could be “taken hostage” is telling us, in the flat tone of officialdom, that the hostage has already been taken - that the trading floors, the settlement layers, the credit decisions have been handed over, and the announcement of a right is the belated recognition of a lost capacity. One does not request a right to intervene in one’s own household. One requests it of a stranger.
Note also what the official self-description excludes. The danger is framed as the “rogue” model, the deviant, the malfunctioning unit. This permits the industry to continue describing itself as sound, requiring only supervision of its pathological cases. But the symptom was never the rogue. The symptom is the ordinary, approved deployment - the quiet transfer of judgement from persons who can be questioned to instruments that cannot. The rogue model is the scandal that permits everyone to ignore the arrangement they made willingly.
And there is a repetition here worth naming. Finance has done this before. Each generation of the market invents a form of judgement too fast, too complex, too mathematical to be examined, declares it progress, and rediscovers its own incomprehension only when the failure arrives. The instruments change; the amnesia does not. A system that cannot remember its previous surrender to its own tools is condemned to negotiate a new one.
The right to intervene must be exercised before it is requested. Afterwards it is merely a eulogy with legal standing.
