On: Trump facing AI backlash in Congress as push for guardrails intensifies

Sixteenth of September, and Congress has discovered that the most powerful machines ever built have no governor on them. The President waves the danger away; the legislators, unusually, do not. I confess I take some satisfaction in seeing both parties arrive, late and arguing, at a conclusion any engineer would have reached years ago.

Start from the theoretical limit. A thinking machine, properly governed, is a continental grid: enormous power, distributed, regulated at every junction, its failures contained by breakers designed before the current ever flows. What exists instead is closer to an unregulated generator bolted onto whatever wire happens to be nearest, with the operators insisting that insulation is a form of tyranny. The mismatch is not subtle. We regulate the voltage in a wall socket to a fraction of a volt of tolerance, and we regulate the training of these engines to nothing at all.

The overlooked mechanism is not intelligence but speed of deployment. A defect in a bridge announces itself with a collapse; a defect in a machine that writes the laws, the contracts, the news, propagates silently through every system that consumes its output, and by the time anyone measures the distortion the distortion is the baseline. Guardrails are not caution. They are circuit breakers, and no one calls a circuit breaker cowardice.

The tractable path is dull and obvious: mandatory evaluation before deployment, incident reporting as aviation does, liability assigned to the operator rather than dissipated into the cloud. None of it requires inventing anything. The fact that it has not been done tells you the obstacle is not technical but a failure of will dressed up as optimism.

I was called a dreamer for wanting power free for every hand on Earth. But my dreams always came with specifications. The men dismissing the risks offer only the dream, and no drawings at all.
