On: Israeli minister unveils plan to remove Gaza's population over seven years

4 September 2026

It is a melancholy thing to observe a population of two million souls confined to a narrow strip of land, destitute, unsheltered, and a burden to all who must calculate their upkeep. The Minister’s scheme deserves therefore the attention of any reasonable man, for it begins from propositions no civilized person disputes: that the land requires management, that the people upon it are inconvenient to that management, and that elections are best fought with arithmetic.

His figures, I confess, strike me as timid. A quarter million departures in the first year is a modest throughput; the ports of my own century moved more cattle to market with less ceremony. If the object is the clearing of the territory within seven years, the schedule should be published like any harvest, with quarterly targets, tonnage estimates, and a Department of Emigration staffed by persons of tact, who will explain to each family that its removal is voluntary in the sense that starvation is a diet.

One objection will be raised - that the treaties of nations call this a crime. I answer that treaties are drafted by men who intend to break them, and enforced only upon the defeated. A war crime, in practice, is a crime of which one is found guilty. Since the Minister faces an electorate rather than a tribunal, the legal question may be tabled until the calendar permits.

Another may object that the people being removed have a different opinion of the scheme than the people removing them. I do not see the force of this. The appearance of consent has never been required for the movement of stock, and Gaza is administered precisely as stock is administered - counted, penned, and culled on schedule.

I offer these observations with no pleasure. It is hoped the plan receives a charitable reception, as its authors plainly deserve; and that history, when it keeps its accounts, will note that every figure was met.
