What to know about the SCO, the summit billed as a counterweight to US influence

Twenty-five years, and they have gathered in the mountains to celebrate a building that was never finished. The Shanghai Cooperation Organization was founded as a roof over Central Asia; it has become a façade behind which three very different tenants pretend to share a house.
Consider the masonry. China supplies the capital, Russia the grievance, India the doubt. A counterweight to American influence, the announcement says - but a counterweight is a mechanism, and mechanisms require that all parts move together. India does not move with China. It borders it, distrusts it, and attends the summit the way one attends a rival’s wedding: to be seen, to count the guests, to note who bows to whom. The alliance is not a foundation. It is scaffolding, and scaffolding tells you the structure beneath is weak.
The historian recognises the type. The Holy Alliance of 1815 also proclaimed a new order of concord among unequal powers; it lasted as long as their common enemy, and not a season longer. Coalitions assembled against a hegemon are held together by the hegemon. Remove him - or merely watch him wobble - and the members begin to measure each other instead. That measuring has already begun.
Who answers for this organisation? That is the question its founders never built into the design. There is no court, no charter with teeth, no mechanism by which a member may be called to account before the others. Institutions without accountability do not balance power; they accumulate it quietly, for whoever is strongest in the room. Beijing is strongest in the room.
The summit will produce communiqués, photographs, a declaration of multipolarity. I have read such declarations before, in archives yellowed and forgotten. They are the mortar of buildings that were never meant to stand.
Shared enemies make alliances. Shared accountability makes institutions. Only one of these was on the agenda.
Rosa Luxemburg
They gather in the mountains and call it a counterweight. Twenty-five years of communiqués, and what is the balance sheet? Not a bloc of solidarity but a marketplace of rivalries wearing the costume of one.
Capital has never respected a single flag. When one hegemon’s grip loosens, the others do not abolish the grip - they compete for it. China’s corridors reach south and west; Russia sells what it has left; India plays every table at once. The SCO is not an alternative to the logic of expansion. It is the same circle, drawn by different hands. The markets must grow, the resources must be secured, and the peoples beneath those mountains are the terrain over which this is negotiated - never the negotiators.
And here is what disgusts me most: each government at that table jails its own socialists. Each one calls its critics foreign agents. A “counterweight” to Washington that reproduces Washington’s methods down to the last surveillance file is not a counterweight. It is a mirror. The test is simple and they all fail it: what happens to the worker who strikes in any of their territories? What happens to the dissenter inside their own congresses?
I hear the word “multipolarity” and I reach for my pen with anger. Multipolarity of empires is not the goal; it is only a quarrel over the spoils. The genuine counterweight has never been assembled in a summit hall. It assembles itself - in the strike no official called, in the factory floor where the rank and file move before the party permits them. That is where the new world is born, and none of the men in Kyrgyzstan will send delegates there.
Twenty-five years. Let them celebrate. The century belongs to neither of their flags.
Harriet Tubman
They gathered in the mountains and called themselves a counterweight. Twenty-five years of meetings, and what have they carried across any river?
I know what a counterweight is. It is the second wagon on the crossing, positioned so the first does not tip. It does not hold ceremonies. It does not issue communiqués. It bears load, quietly, or it is useless.
Three men stood together for the photographs. Each of them watching the other two. That is not an alliance. That is three travelers who agree the road is bad and cannot agree on whose horse goes first. I ran passengers who trusted each other with their lives, because a wrong trust got you caught and a right trust got you free. Trust was tested in the field, at the crossing, in the moment of panic. Not at a banquet.
The article says not every country there sees it as a counterweight. Of course they do not. Some came for shelter, some came for the food. A safe house that takes every traveler who knocks is not a safe house. It is a tavern. And a tavern keeps no secrets.
Here is what I watch for, and it is not the speeches. Watch who moves. Watch what changes on the ground for the people underneath the flags - who can cross a border this year who could not last year, whose papers got easier, whose got harder. Declarations are the weather. Movements are the terrain. I navigated by terrain.
Twenty-five years is long enough to have built the thing they say they are building. They have built a meeting schedule. The work of a counterweight is done in the dark, in the loading, in the quiet arrangement of routes and hands. If they had done it, we would not need the announcement. The announcement is for people who have not done the work.
I never announced a crossing in advance. The ones who matter already knew.
